Victims traditionally have involved other nations, militaries, and occasionally, innocent civilians.
Other places who are attack victims include: Pakistan, United States, Israel, London, Lahore, New York City, Serbia, Baghdad, Hiroshima, and more.
...Iraq, it already has more control and influence that the US does. However, 20 - 30,000 troops would provide the US with some leverage in Iraq, which someone leery of Iranian influence might see as positive.
